The Ministry of Health and PAHO work in the response of the health system to gender violence

Asunción, December 17, 2021 (PAHO/WHO) The Ministry of Public Health and Social Welfare officially presented the National Plan for Prevention and Care of Gender-based violence from the National Health System 2020-2025.The document was worked with the technical cooperation of the Pan American Health Organization/Organization of Health (PAHO/WHO) in Paraguay and establishes lines of action so that the health response is oriented to prevention, cases detection and casesEffective attention to children and women victims of violence.

In the launching ceremony the Deputy Minister of Comprehensive Health Care, DR.Hernán Martínez, said that the health portfolio is determined to provide comprehensive care to victims of violence in health services.“The need to give a comprehensive and effective response to the growth of acts of violence is recognized and assumed, taking into account that, more than half of the Paraguayan households are the scene of an act of violence, physical or psychological abuse.We are facing a serious public health problem, ”Martínez said.

The presentation of public policy, which also has an attention protocol, was in charge of ABG.Claudia Sanabria, gender director.The document presented is aimed at improving the response of the National Health System, betting on the quality of the care of health services in the first and second level for the care of sexual violence.The expected results of this national initiative are to improve the response in health services and expand their demand to improve access and coverage.

The PAHO has prioritized this strategy in the technical cooperation work that it developed in the country during 2021, strengthening the skills of decision makers and professionals of the Ministry of Health to implement this action plan.

The strategic axes of the plan are the following:

-Generation of strategic information based on data production from the health sector.

-Strategic communication for the promotion of health and the prevention of gender -based violence, intrafamily and sexual.

Gender violence in Paraguay

Worldwide 1 in 3 women is a victim of violence and 38% of all murders of women globally were committed by their partners.In the region of the Americas, 29.8% of women have suffered couple violence.

According to estimates by PAHO in 2018, in Paraguay, 20.4 % of women aged 15 to 49 and 8.9 % women aged 15 to 49 reported physical or sexual violence by their partner.

The health consequences of women exposed to couple violence are frequent and cover different areas.For example, the probability of depression is twice.

The probability of suffering from alcohol consumption is almost twice.The probability of having a baby with low birth weight is 16% higher.The probability of contracting HIV infection, syphilis, chlamydiasis or gonorrhea is 1.5 times higher.

42% of women who have suffered physical or sexual violence as a couple have had trauma as a result of this.

To deal with this problem, in 2016, Paraguay approved his law for integral protection to women against all forms of violence through which clear functions are assigned to the Ministry of Public Health and Social Welfare such as for example, thedesign and apply specific protocols;Organize the application of a record linked to the Single Registration System;provide enough budget for the National Program for the Prevention and Attention of Violence, among others.

Then, in 2018, the country approved another very relevant law to comprehensive and protect girls, boys and adolescents, which adopts norms for the prevention of sexual abuse and comprehensive care of children and adolescents victims of sexual abuse.
