Bogotá won the Bloomberg Philanthropies Global Mayors Challenge with the District Care System (Sidicu) strategy with which the current mayor's office seeks to recognize, redistribute and reduce the burden of care work that women have historically had in According to figures from the District Secretariat for Women, 1.2 million women, 30 percent of those who live in the city, have domestic and care work as their main job, to which they spend 10 hours a day, in average – but they are not paid a single peso for that.

This, as the entity explains, has led women to give up their life projects: study, work or even enjoy free time. Understanding the implications of this imposed burden, the Women's Secretariat formulated the Sidicu that, finally, materialized in October 2020 with the launch of the first Apple of Care in the Manitas SuperCade, in Ciudad Bolívar. There, the District, with a set of services from all its entities, was able to relieve women of care – taking care of their children, older adults and people with disabilities – so that they could access respite services, education, etc. ( In addition: With false text messages and calls they are scamming in Bogotá). Today this model adds seven Care Blocks , two Mobile Care Units and other components that were awarded by the Global Challenge to which 99 cities presented themselves with 631 initiatives. In 2021, Bogotá was among the 50 finalists and today it is made official as one of the 15 winning cities.

“We are excited about the idea of Bogotá. We believe that it is a revolutionary project addressed to an increasingly urgent issue around the needs of carers. The holistic approach caught our attention. It's not just about skills or training, but it recognizes the importance of cultural change and the impact of those with the greatest burdens of care, and works to address that gap. We have seen innovative ideas that relate to care, but we have never seen something as specific as what Bogotá is proposing. I think it is more ambitious than anything we have heard throughout our work,” Andrea Coleman, co-director of Government Innovation at Bloomberg Philanthropies, told EL TIEMPO. Coleman also stressed that it was key for Bloomberg to see that the system already worked in Bogotá: "Something that has been exciting working with Bogotá and in general with all the cities that were part of the challenge is the openness and willingness to improve and test their ideas with residents, to test very quickly how things worked. I think that That's a great thing to do with the city through implementation, continuing to test each component of the project in communities because you learn a lot from having people involved in the project."

We have seen innovative ideas that relate care, but we have never seen something as specific as what Bogotá proposes

Although the Challenge had already been held, it had worked through regional calls: the United States (2013 and 2014), Europe (2014) and Latin America (2016). In the latter, in fact, Bogotá had already been the winner with the Boys and Girls First project. But, in 2021, the contest was held, for the first time, on a global scale. “Cities were meeting this pandemic challenge with such creativity and hard work that we realized it would be important to launch a global Mayor's Challenge competition that would provide an opportunity to highlight the most innovative ideas,” said Coleman. Bogotá presented Sidicu and now, as one of the winning cities, it will receive one million dollars and three years of technical assistance that will be invested in a new component of the strategy: the 'Door to Door' care system. interest: Claudia López, again in the eye of the hurricane for political comment). “With that million dollars we are going to reach the caregivers who cannot leave their home due to the nature of the people they care for, that is, because they have a connection to a device or their condition makes it very difficult for them to leave the house,” explains Diana Rodríguez, Secretary for Women, who indicates that of those 1.2 million women dedicated to unpaid care, 14 percent correspond to that category of caregivers who cannot even leave home to receive support from a Manzana or a Mobile Unit.

Part of what is groundbreaking is that it puts the District in the center of caring. It is to help reduce overload, help reduce time poverty.

“This million dollars is to get them to their homes and be able to provide them with a service, relieve them of care and free up time so that they can dedicate it to themselves: to rest, to train or to be certified with the work and knowledge of care that they have. . The same thing that we offer to women in Las Manzanas, we take it home,” Rodríguez announces. That model and the identification of the beneficiaries, he calculates, would take about seven months to formulate: that is, the 'Door to Door' model would be a reality this very 2022. "The (selection) criterion is vulnerable households where there is a woman overloaded with care who cannot leave her home due to the conditions of the person she cares for- We have already been finding them... and it is a job that we are going to continue doing hand in hand with the Secretaries of Health and Social Integration”, Rodríguez notes. In 2021, the Sidicu achieved 63,000 attentions in the different types of services and was complemented with two innovations: community washing machines and the School for Men in Care (of the Ministry of Culture). (We recommend: With a capacity of 100 %: this is how the return to schools begins).

(Also: What is feminist urbanism and what does it propose for cities). "With the School there is a pedagogical facility that is to say 'come and learn how to do it'. It is in that open attitude of understanding that care is the pillar of life, but that we understand that we need to change its distribution, since it has historically been on the shoulders of women, we need it to be shared with men," noted Rodríguez. In 2021, more than 1,500 men attended these workshops. The impact of the District Care System has been such that the governments of Monterrey (Mexico), the Dominican Republic, Chile, Argentina and Nigeria have requested advice from Bogotá to replicate part of the system
